Less educated and less privileged unemployed urban and rural youth are
given short term training on certain identified skills so that they can
acquire reasonable competency level and become employable or
self-employed. In present formal system, entry-level qualification for
technical courses is 10+2. The large number of youth deprived of
technical skills shall be benefited by the Chief Minister’s Livelihoods
Development Programme. These programmes are sponsored by the Rajasthan
Mission on Skills and Livelihoods (RMoL)
Around
160 skill- based activities have been identified. Some of the identified
skills are Multipurpose mechanic, Audio Video repairing, Household
Electric item repairing, refrigerator repairing, farm equipment
repairing, tractor servicing, motorcycle repairing, marble tile fitting,
shuttering fitters, Dhaba /restaurant cooks and waiters, Data Entry
operators etc. Course curriculum have been developed for all these
courses for implementing skill based training programmes uniformly
throughout the state.
Major
component of these skill based trainings is practical learning where
participants are given hands-on practice. Tool kits are provided in
certain training programmes with the intention that the trained persons
immediately start earning. The existing institutional setup of Industrial
Training Institutes (ITIs) Krishi Vigyan Kendra (KVKs) of Agriculture Universities, Government Agencies,
training institutions set up by the banks and capable NGOs have been
utilized for organising the trainings in efficient and cost effective
manner.
During the financial year 2006-07, 282 short term skill programmes of 6-8
weeks duration were organized benefiting about 5550 less educated and
less privileged youth. Assessment of 105 programmes was carried out and
it was found that 28.81% candidates were of general category and 71.19%
from SC, ST, OBC category. 23.8% participants were women and 72.2% were
men. family income for 90.42% participants was less than RS 5000/- per
month. 64.8% participants were from rural area, 9.46% from semi-urban
area and 25.74% from urban area. 90.91% participants were in the 18-30
years age bracket.
During 2007-08. 603 training programmes were organized benefiting 14200
persons.
During 2008-09, some large training providers were roped in to organize
specialized courses like tally, office assistant, career grooming, spoken
english and employment readiness skills. These programmes were designed
to enhance employment opportunities.In this year 1021 training programmes
were orgnized by about 350 different agency throghout the State
benefiting about 22,500 youth.
